North Dakota passed a comprehensive law governing police use of drones this spring, and just one line of the statute has raised a little-considered concern for lawmakers who must increasingly struggle to keep up with such technology.

The law focuses heavily on requiring police to obtain a warrant before a drone is flown out on a mission, but it’s what is left out that is drawing attention.
